GENERAL DESCRIPTION Administrative, technical, and supervisory work directing the county fleet maintenance facility. Facility maintains autos, trucks, dump trucks, track/wheeled vehicles (back hoe, excavator, compactor, bulldozer, motor graders, etc.), mowers, generators, pumps, fire and rescue vehicles, small gas engines and other associated equipment. ESSENTIAL JOB FUNCTIONS 1. Plans, supervises, and coordinates personnel in maintenance and repair of county owned vehicles and equipment; ensures operating procedures comply with all regulations. 2. Develops and administers a comprehensive preventative maintenance program. 3. Develops and maintains maintenance cost records ensuring accounting for fuel, parts, labor etc.; evaluates information and recommends vehicle disposal and replacement. 4. Develops bid specifications, evaluates bid proposals and recommends vendor selection for county owned vehicles and equipment. 5. Establishes effective parts control system and approves stock levels. 6. Prepares and controls department budget. 7. Identifies and schedules required training. 8. Monitors and reports on maintenance expenses to using departments. 9. Monitors disposal of waste oil, tires, etc. (These essential job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as required.) MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES 1. Knowledge of up-to-date methods of maintaining automotive, road construction and other specialized heavy equipment. 2. Knowledge of the mechanics, uses, limitations and maintenance of public works and municipal vehicular equipment, specifically including heavy trucks and road construction equipment. 3. Knowledge of the operating principles and maintenance of gasoline and diesel engines. 4. Ability to plan, inspect and evaluate the work of skilled and semi-skilled employees engaged in fleet maintenance and clerical/administrative duties. 5. Ability to maintain and analyze cost records. 6. Ability to develop operational procedures. 7. Ability to establish and maintain effective working relationships. 8. Ability to plan, direct and supervise the work of automotive mechanics and helpers, including both skilled and unskilled crafts; keep time and work records and to prepare reports of shop operations. EDUCATION AND EXPERIENCE 1. Graduation from an accredited college or university with a two (2) year associate degree with major course work in business administration, public administration, transportation engineering, or a related field; and 2. Five (5) years professional experience in fleet management or public transportation with at least two (2) years of progressively responsible management and supervisory level or an equivalent combination of training and experience. (A comparable amount of training, education or experience may be substituted for the above minimum requirements.) LICENSES, CERTIFICATIONS, AND REGISTRATIONS 1. Must possess and maintain a valid Florida Driver's License. Must possess a current State of Florida Class "B" 2. National ASE certification preferred. ESSENTIAL PHYSICAL SKILLS 1. Acceptable eyesight (good near/far vision with or without correction) 2. Acceptable hearing (with or without correction) 3. Good hand/eye coordination. 4. Communicate both orally and in writing. 5. Moderate lifting and carrying (15 to 45 lbs.) 6. Reaching, pulling, bending, and stooping. 7. Frequent walking and standing on concrete floors. 8. Use of both hands and fingers with dexterity. 9. Frequent light lifting thirty (30) pounds, occasional heavy lifting thirty (30) pounds or more. Frequent light carrying thirty (30) pounds, reaching above shoulders, kneeling, bending and squatting. ENVIRONMENTAL CONDITIONS 1. Frequently will work inside the garage in contact with other workers. 2. Occasional working outside under adverse weather conditions of cold, heat, humidity and rain. 3. Grease or oils. 4. Slippery surfaces. 5. In or with moving objects or vehicles. (Reasonable accommodation will be made for otherwise qualified individuals with a disability or disabilities.) EMERGENCY DECLARATION STATUS: Mission Essential Employees may be required to work during an undeclared emergency and/or declared emergency. Must be able to take and pass Incident Command System (ICS) curricula that meet Federal requirements. Employee will be working with vehicle moving parts, electrical shock, impact of dropped parts and tools. Safety Equipment: Steel toe working shoes approved by OSHA, and safety glasses are required. |
